شناسایی اولویت بندی مزیت ها و ریسک‌های تکثیر و پرورش ماهیان خاویاری (مطالعه موردی: مزارع حاشیه دریای خزر)

چکیده

ایران از عمده­ ترین تولید کنندگان خاویار است. پرورش خاویار برای کشورهایی مانند ایران در استان­های شمالی شامل گیلان، مازندران و گلستان از اهمیت اقتصادی و اکولوژیکی زیادی برخوردار است. هدف این پژوهش شناسایی و اولویت­ بندی مزیت­ ها و ریسک­ ها در حوزه این صنعت بوده و یافته­ های این مطالعه، مدیریت ریسک را پوشش داده و یاریگر مدیران در فرایند می­ باشد. پژوهش حاضر از نظر هدف کاربردی و براساس روش گردآوری داده ­ها  توصیفی و از نوع  پیمایشی  است. بدین منظور پرسشنامه­ ای با تیمی متشکل از کارشناسان آمار، اقتصاد و کارشناسان آبزی­ پروری طراحی گردید. داده­ های مورد نیاز با استفاده ازنرم ­افزارهای Excel و Expert Choice تجزیه و تحلیل شد. با گنجاندن مزیت­ ها و ریسک ­ها در مناسب­ ترین دسته ­بندی، ساختار سلسله مراتبی پیشنهادی برای اولویت­ بندی تهیه شد. در نهایت به ­دلیل چندبعدی بودن این عوامل از روش AHP برای رتبه ­بندی شاخص ­ها در این پژوهش استفاده شده است. نتایج نشان داد که از مزیت ­های: حفظ و احیای ماهیان خاویاری، سوددهی مطلوب و از ریسک ­ها: کمبود متخصص و بیماری­ های ماهیان خاویاری به ­ترتیب بالاترین رتبه­ ها را دارا بوده­اند. همچنین پایین­ ترین رتبه­ ها از مزیت­ های: تولید توسعه دانش، کاهش صید غیرقانونی و ریسک­ های: نبود بازار هدف، نبود حمایت­ های بیمه ­ای و سایر موارد را به­ ترتیب به خود اختصاص داده­اند.

Iran is one of the main producers of Caviar. Culture of sturgeon is great economic and ecological importance for countries like Iran in the Northern provinces, including Guilan, Mazandaran and Golestan. This research aimed to identify and prioritize benefits and risks in this industry and its results could cover the risk management process by assisting managers. This study is applicable based on objective and data collection methods descriptive survey. For this purpose, we designed a questionnaire covering economic and ecologic aspects of the activity and distributed it to an expert team comprised economists, statisticians and aquaculturists. Data were analyzed using Excel and Expert choice software. With putting the benefits and risks in the most relevant category, a proposed hierarchy structure has been introduced for benefits and risks priority. Finally, because of the plurality nature of these indexes, AHP has been used for the rank benefits and risks in this study. The results showed that, benefits: maintaining sturgeon, favorable profitability and risks: Lack of experts, sturgeon diseases have the highest rank and also benefits: production of knowledge development, illegal fishing and risks: shortage of target market, insurance support have the lowest rank etc.
