Estimation of the level of support for fisheries producers in years of 2021-2023

Abstract

The fisheries sector plays a significant role in ensuring food security, trade, and job creation on a global scale. The fisheries sector in Iran is one of the most important agricultural subsectors, which, with a share of less than one percent of total agricultural production, has allocated more than 10 percent of the value of Iran's agricultural exports. In Iran, every year, a part of the support policies, including the government budget, is allocated to support producers and consumers of the agricultural sector, including fisheries and the infrastructure of this sector. In this context, scientific research in the field of analyzing the trend of changes and performance of support policies keeps fisheries policymakers informed of the quantity, quality, and trend of changes in domestic support for the fisheries sector, and provides the possibility of comparing Iran with regional countries in terms of the level of support for the fisheries sector in achieving the goals of Iran's 20-year vision document. Therefore, it is necessary to measure and evaluate the level of support for the fisheries sector in order to formulate alternative and appropriate strategies for the development of this sector. Thus, the main objective of this study is to estimate the support index for fisheries producers by separating the subsectors of aquaculture, southern waters fishing, and northern waters fishing. In this study, by applying the applied methodology of the Organization for Economic Cooperation and Development (OECD), the support index for the fisheries sector is estimated with the necessary adjustments for Iranian conditions and includes price transfers (market price) and budget payments. This index measures transfer payments from taxpayers and consumers. The results of this study showed that (assuming 10% of the producer price as marketing costs) the total support for fisheries producers has been decreasing from 24.4% in 2021 to 18.7% in 2023, while direct government support covers only 12.1% of the production value on average. The findings of this study have strategic value for policymakers in reducing institutional or price support policies, moving towards appropriate alternative policies such as changing the direction from institutional to income support policies, effective management of fisheries and aquaculture, and creating strong and effective links between the government and the private sector for sustainable fisheries development.
