کارایی تکنیکی و عوامل مؤثر در آن با بهره‌گیری از رهیافت تحلیل فراگیر داده‌ها

چکیده

با توجه به نقش مطالعات دربارة کارایی و فراهم‌سازی زمینة تجدید نظر در اهمیت نسبی اجزای تولید، اصلاح سیاست‌ها و مدیریت منابع، پژوهش حاضر با هدف اندازه‌گیری کارایی تکنیکی شرکت‌های تعاونی صید پره استان گلستان و عوامل تأثیرگذار در آن، با بهره‌گیری از رهیافت تحلیل فراگیر داده‌ها، انجام شد. بدین منظور، اطلاعات مورد نیاز بیست واحد شرکت تعاونی صید پره در استان گلستان، در سال بهره‌برداری 1388-1389، با استفاده از تمام‌شماری و به روش پرسش‌نامه‌ای با مصاحبة حضوری جمع‌آوری شد. بر اساس یافته‌ها، میانگین کارایی تکنیکی نمونه 2/79 درصد ارزیابی شد که بیانگر قابلیت بهبود عملکرد فنی واحدها به میزان 8/20 درصد با همین نوع فنّاوری و عوامل تولید است. ضمن آن‌که نتایج تحلیل رگرسیون نشان داد متغیرهای انرژی مصرفی، سرمایه، سن، تحصیلات، تجربه و تخصص مدیر با کارایی تکنیکی ارتباط مثبت دارند، اما به لحاظ آماری معنا‌دار و قابل ‌تفسیر نیستند. در پایان ماهی سفید و ماهی کفال از مهم‌ترین فاکتور‌های مؤثر در کارایی تکنیکی واحد‌های شرکت‌های تعاونی صید پره شناخته شدند. بر این مبنا و با توجه به شدت و جهت تأثیرگذاری عوامل مربوطه، می‌توان راهکارهای سیاستی مناسبی را به منظور ارتقای عملکرد فعلی به برنامه‌ریزان و سیاست‌گذاران این عرصه پیشنهاد کرد.

چکیده [English]

Considering the efficiency studies play a role in making available the revise in relative importance, policy reforms and resource management, this study has been accomplished in fish beach seine Cooperative Companies located in Golestan Province and used DEA approach to measure the technical efficiency (TE) and factor effects. The survey data were gathered from 20 farms, which selected via census and questionnaires in 2009-2010. Results showed that the mean TE of sample was 79.2 percent which revealed that the present technology can improve the technical efficiency by 20.8 percent. Furthermore, the regression analysis revealed the energy, capital, age, educational level, experience and proficiency of manager had positive effect on technical efficiency, but not significant and interpretable. Finally, Rotilus frisii kutum and Liza auratus and L.salince were important effective factors on technical efficiency of fish beach seine Cooperative Companies. On this basis, and given the severity of the impact of relevant factors may be appropriate policy solutions to improve the current performance Planners and policy makers in this field proposed.
